John Cena is probably the biggest WWE legend who never won the Universal Championship. Cena was almost a full-timer in WWE when the title was introduced in 2016. Finn Balor became the inaugural champion.

The title was retired in 2023 as WWE introduced a combined Undisputed Universal Championship. Its name was changed to Undisputed WWE Championship after Cody Rhodes won it.
Randy Orton
Randy Orton has been a full-time WWE superstar since his debut in 2002 but he never won the Universal Championship. Randy though is a 14-time world champion and has won almost every top championship.

Not once, Edge competed for the Universal Championship twice after coming out of retirement in 2020. But he lost to Roman Reigns on both occasions. He main evented Wrestlemania 37 against Roman and Daniel Bryan.
Drew McIntyre
Drew McIntyre challenged Roman Reigns for the Undisputed Universal Championship at Clash at the Castle 2022 but lost. McIntyre did not get a rematch for the title. He is a three-time world champion in WWE.
Daniel Bryan
Like Edge, Daniel Bryan also competed for the Universal Championship in 2021 but lost to Roman Reigns. Later in 2021, he left WWE for AEW and is still part of the company. Bryan was a popular babyface in WWE.
